Sentences marked Fact cite primary PDFs or official records. Filings are filings. Allegations in briefs, transition counsel letters, and commentary outlets stay labeled. Filing ≠ finding. Brady/Powell disputes are Claims unless a primary filing upgrades them. No invented crimes.
